PLENARY REPORT TO THE 33RD CLERGY-LAITY CONGRESS
THE 1996 NATIONAL PHILOPTOCHOS BIENNIAL CONVENTION
Introduction
The 1996 National Philoptochos Biennial Convention was attended by nearly 500 Orthodox Christian women from across the Archdiocese, from as far away as Canada, Hawaii, Alaska, and Argentina. The Convention marked the 65th Anniversary of the Society's founding and celebrated the extraordinary stewardship of our beloved spiritual leader, His Eminence Archbishop Iakovos. While Philoptochos took this opportunity to take an affectionate look back, the delegates' attention was firmly focused on the future and on the challenges that will surely come our way.
Opening Ceremonies
Years from now, well past the time when memories will have begun to fade, Philoptochos delegates who attended the 1996 Biennial Convention will vividly recall the extraordinary welcome afforded our beloved spiritual father and leader, His Eminence Archbishop Iakovos on Sunday, June 30, 1996.
For more than 37 years, His Eminence Archbishop Iakovos has guided, counseled, and inspired the women of Philoptochos in their mission to assist the poor, aid the needy, cure the infirm, and protect, promulgate and promote the Greek Orthodox Church and faith. The spontaneous expression of genuine affection and suport for His Eminence Archbishop Iakovos, the Archbishop's moving response and expression of thanks, a cascade of colorful balloons and banners and musical selections offered by a brass band, including the stirring "Wind Beneath My Wings"during the Archbishop's departure, provided each of us with memories for a lifetime...
Daily Homilies
One of the innovations of the 1996 National Philoptochos Biennial Convention was the commencement of each General Assembly with homilies by leading members of the clergy. His Grace Bishop Isaiah of Denver, the Philoptochos Convention Bishop, Rev. Dr. Robert Stephanopoulos, Dean, Archdiocesan Cathedral of the Holy Trinity and Rev. Spencer Kezios of the Saint Nicholas Church, Northridge, California addressed the delegates in inspirational and thought-provoking commentaries and provided a context for the events of each day. Phi- loptochos wishes to express our appreciation and grat- itude to His Grace Bishop Isaiah and Fathers Stephano- poulos and Kezios for their generous and thoughtful contributions to our program.
The "Profiles in Philoptochos" Survey
There is no lack of stereofypes or myths about the Phi- loptochos Society and its members. As part of the convention preparations, the National Board conducted a survey of registered delegates. The survey results, reflecting the responses of approximately 60 percent of the registered delegates, revealed that the majority of our delegates are American born and that more than half of them have completed college and/or graduate school. Nearly two thirds of the delegates volunteer for other charitable organizations and for more than 20 percent of the delegates, the 1996 Biennial Convention was their first experience with Clergy-Laity Congresses or Philo- ptochos Conventions. The profile of, and perhaps more importantly the expectations and needs, of Philoptochos members are changing. The Society is wholly committed to welcoming the new Philoptochos women, while remaining true to the sacred mission of the Society.
An Evening At Ellis Island Celebrating Our Ancestors
On Monday, July 1, 1996, Philoptochos delegates jour- neyed to Ellis Island in celebration of their ancestors. The evening was generously underwritten by the Metropolitan Diocesan Philoptochos Board and the New Jersey Diocesan Philoptochos Board and began with a ferry boat ride around the Statue of Liberty. Delegates arrived at Ellis Island to the strains of Grecian music and toured the museum, viewed documentaries and dined on a selection of international delights. Members visited the Wall of Honor and eagerly sought out the names of their own ancestors. This celebration of our past was one of the highlights of the Philoptochos Convention and was especialy important to the members of the Philoptochos Society as major benefactors of the Ellis Island-Statue of Liberty Restoration Fund.
The Breast Cancer Awareness Forum
On Tuesday, July 2, 1996, Philoptochos delegates par- ticipated in a Breast Cancer Awareness Forum presented by the Memorial Sloan Kettering Cancer Center National Board Member Vickie Scaljon moderated the forum and, with inspring dignity and grace, described her own experience with breast cancer.
Doctors Maria Theodoulou and Christine Massie, leaders in the field of breast cancer research and treatment addressed the convention delegates, many of whom bravely shared their experiences, comforting some and easing the fears and anxieties of others. Additionally, Sloan Kettering's "Be Smart program" provided a mobile mammogram unit and more than 50 delegates were offered free mammograms, counseling and where necessary, medical referrals. This vitally important public service evidences the Society's willingness to address hard and sometimes disturbing and intimidating issues. Issues which must nevertheless be confronted openly and aggressively.
The 65th Philoptochos Anniversary Luncheon
On Tuesday, July 2, 1996, Philoptochos celebrated the 65th Anniversary of the Society's founding with a gala luncheon attended by nearly 2,000 persons and hosted by Thalia Assuras of ABC News. Congresswoman Carolyn Maloney chronicled the accomplishments of the Phi- loptochos Society and presented National President Mimi Skandalakis with a copy of the Congressional Record in which those deeds were recorded for history. Congress-woman Maloney also announced her plan, on the occasion of the Archbishop's 85th birthday, to gather congressional leaders to permanently record as part of the Con- gressional Record tributes to his exemplary leadership and stewardship in the Americas. In a videotaped statement, First Lady Hillary Rodham Clinton congratulated Phi- loptochos and expressed her best wishes to the Arch- bishop on his retirement. The delegates were entertained by Christina Andreou, an opera star of world wide repu- tation and accomplishment.
On behalf of the 30,000 Philoptochos members across the Archdiocese, Mrs. Skandalakis publicly proclaimed the respect, gratitude and love for the Archbishop and reaffirmed our commitment to the course His Eminence has set for the Society. Mrs.Skandalakis presented His Eminence Archbishop Iakovos with a crystal cross, engraved with images of Archdiocesan institutions, the Archbishop's crown and the Philoptochos symbol which was specially commissioned by the Society on the occasion of the Archbishop's retirement.
National Commitments
Representatives of the Academy of Saint Basil, Hellenic College/Holy Cross School of Theology, the Archdiocesan Missions Program, the International Orthodox Christian Charities ("IOCC") and other National Philoptochos Com- mitments addressed the delegates. The following Phi- loptochos grants were made: $50,000 donation on behalf of Philoptochos chapters to the Archbishop Iakovos Library and Learning Resource Center in satisfaction of the Society's $100,000 pledge, $20,000 to the Hellenic Heart Cardiac Program at Children's Memorial Hospital in Chicago, Illinois and $10,000 from the proceeds of the Annual Lenten Event Program to Benefit the Holy Cross School of Theology.
Budget and Finance
After some initial delay, the Convention adopted a budget for 1997-1998. In an unprecedented, but wholly welcomed joint effort, chapter delegates and rep- resentatives of the National Board combined their energy and talents to present a budget that was responsive to the needs of the Society and to the well articulated requests of the chapters. The following recommendations were offered by the delegates and will be given immediate attention by the National Board.
1. The Finance Committee should be comprised of three National Board members, the National Treasurer and Assistant Treasurer and a qualified representative from each of the Diocese, in order to obtain the diversity of opinion required for a truly representative budget.
2. The budget and accompanying materials should be attached to the minutes of the convention.
3. The financial Report and Proposed 1999-2000 Budget should be provided to delegates of the next Biennial Convention prior to their arrival at the convention site.
The National Board wishes to express its appreciation to those delegates who unselfishly volunteered their time and considerable talents to the consideration of the budget.
First Annual Philoptochos
Awards Program
For the first time, the Philoptochos Society formally recognized the accomplishments of chapters in the "First Annual Philoptochos Awards Program". Chairman Vickie Scaljon conferred awards upon chapters from as far away as Alaska and as nearby as New York City. Delegates responded with enormous enthusiasm and lifted the spirits of all who participated in the program.
Resolutions
The Society adopted resolutions expanding the rights of associate members and allowing for more flexibility in the scheduling of Diocesan Conferences. In accordance with the Society's Bylaws, these resolutions will be submitted to His Eminence Archbishop Iakovos for his consideration and decision.
Hospitality and Delegate Favors
The Host Committee and the chapters of the Metro- politan Diocese Philoptochos chapters proved themselves to be gracious hostesses and ambassadors of good will in a room adjacent to the Convention hall and filled with Diocesan exhibits and entries to the Philoptochos Awards Program, delegates were, each day, offered coffee, tea and a wide variety of sweets. The hospitality room provided the delegates with an amiable environment for conversation and friendship.
The 1996 Biennial Convention Commission wishes to express its most sincere appreciation to the scores of benefactors and donors who made the delegate gifts and favors possible. Most especially our thanks go to Mr. James Galanos, John Ledes and Estee' Lauder, Inc.
Conclusion
In all of the preparations for this historic gathering, the 1996 National Philoptochos Convention Committee was guided and inspired by an abiding love, deep respect and admiration for His Eminence Archbishop Iakovos, by a strong dedication to the Philoptochos mission and by a deep affection and respect for Philoptochos members who, on a daily basis, take time from their own demanding lives to bring the mission of the Philoptochos Society to reality. The Committee must also express its appreciation and gratitude to National Philoptochos President Mimi Skandalakis for her guidance and for her unwavering support of this endeavor.
A firm and true foundation has been laid for Philoptochos during these last 65 years, that foundation was strengthened and fortified by the loving guidance of His Eminence Archbishop Iakovos. The Archishop's exam- ple will continue to inspire the women of the Philoptochos Society and it is our fervent hope prayer and our vow that we will "hold true to what we have attained "and that we will adhere to the biblical call" to walk by the same rule and be of the same mind".
Respectfully,
Froso Beys, Maria Logus

Report of the Church and Family Affairs Committee
|
The ultimate objective of this committee is to prepare a booklet for distribution to all parishes, that will be a compilation of Church activities that have been successfully implemented, so as to bring Church and Family closer together.
The booklet will be of a "cookbook" type, describing each activity in some detail, so as to assist other parishes in installing similar programs. The specific write-up will include the name, address, telephone number, name of the priest or individual who was instrumental in establishing and conducting the program. By so doing other parishes that would like to consider a similar program for their own parish could contact the right people and get assistance and help to implement such a program. It is simply a way of providing a multiplier of successful program that bring Church and family closer together. The case study or "cookbook" approach simplifies the implementation of successful programs.
As a first step to this program the Archdiocesan Council, Church and Family Affairs Committee devised a questionnaire that was distributed to about 50 parishes. The committee had better than 50 percent response. The responses clearly indicated that there are some unique and extremely effective programs in place. The booklet will be a means of circularizing and publicizing the activity so other parishes may emulate. The parishes will now have a source to contact regarding any questions they may have as well as to benefit by the experience of others who have successfully implemented the program.
The next steps will be to further edit the questionnaire,
obtain the necessary approvals, mail the questionnaire to the parishes, process the responses and begin to compile the booklet.
The committee also recommends that our Church issue statements regarding moral issues such as assisted suicide, legalization of same sex marriages and other moral issues that are conflicting with our Orthodox Christian Faith.
Attached to this report is a draft questionnaire that will be used. It is not intended to have any discussions at this meeting. However, we welcome any comments or sug- gestions you may have. Please forward them to Church and Family Affairs Committee, Tom Demery 30565 Cheviot Hills Dr., Franklin, MI 48025.
Respectfully submitted,
Bishop Maximos

Report of the Committee on Interchurch and Interfaith Marriages
Interchurch marriages and interchurch households are the reality.
To ignore that reality, to maintain a rigidity of outlook in regard to these couples and families would mean that, in practice, we would be closing our doors to the very children, adults and families who are the Church's future.
By refusing this challenge, by seeing it as a threat or simply leaving it to the status quo, we wind up dis- couraging interchurch couples from considering them- selves to be a future, vital part of our churches and community life. This is not the pastoral vision of the Church Fathers.
The pastoral vision of the Fathers is: Marriage is the sacrament of love ... the little household of the Lord, reflecting the mystery of Divine unity ... that joins husband and wife for their entire life ... a union which can be accomplished, according to the Church's pastoral discernment through a blessing, a crowning or a cove- nant.
The Fathers discerned and addressed marriage as "kat' oikon ekklesia" (the church of the home).
This vision is far different from what we often see in contemporary church and society, where the wedding is seen as marriage itself, where the church is left more or less to the dubious role of "blessing" social rituals.
Today, as the statistics starkly inform us, the vast majority of marriages are between an Orthodox Christian and a non-Orthodox, amounting, conservatively estimat- ed, to more than 80 percent of marriages.
And interfaith marriages (between a Christian and a Jew or Muslim, etc.) are also on the rise.
In itself, as several clergy-laity congresses and, indeed, His All Holiness Ecumenical Patriarch Bartholomew have pointed out, there is a definite pastoral opportunity here for the Greek Orthodox Church in America.
That is, however, only if there are in place attitudes and resources at every level of church life "to perfect, to equip the saints (to be able to do) the work of ministry, for the building up of the Body of Christ" (Ephesians 4:12).
Without this framework, without the Apostles' and the Church Fathers' pastoral "phronema," however, we are instead, as often as not, faced with statistics, with the ecclesial reality that seriously significant numbers of those baptized a generation ago are now marrying outside Orthodoxy and, therefore, not present in the life of the Church.
Christians from other communions who have given intention of entering marriage with Orthodox spouses, or already married with an Orthodox Christian, should be greeted with Christ's own love and guided by all in the Church to know the eternal treasures of our holy Orthodox Faith ... to attend and experience the beauty and renewal of Orthodox worship ... and to learn in holy Orthodoxy's community what an observer many cen- turies ago said, "See these Christians, how they love one another."
There is, of course, no guarantee there can be no pressure that these non-Orthodox will convert to the Church, but if we are to be faithful to our Christian calling, then surely we can do no less.
Again, the Patriarch himself admonishes us to come to grips positively, even urgently with this phenomenon and to deal with it pastorally, creatively and prayerfully.
Or, as the Report of the Commission Concerning the Future Theological Agenda of the Greek Orthodox Arch- diocese pointed out six years ago: "Necessity requires then that rise in intermarriage be looked upon as an opportunity rather than as a problem ... (if only because) the very demographic continuance of Greek Orthodoxy in America" depends on it.
It is for these reasons that the Committee on Inter- church and Interfaith Marriages of this 33rd Biennial Clergy-Laity Congress, having taken loving and concerned notice of these facts of church life, respectfully and in the strongest possible terms recommend that:
a. the action of the 29th and 32nd Congresses (1986, 1994), as well as the Interim Report Recommendations of the Archdiocese Council's Interchurch and Interfaith Marriages Committee, be implemented.
b. the previously mandated "departmental Archdioce- san division (be established) and a director be appointed" now be fully implemented and funded, to serve the Church as a national resource center which will deal with interchurch and interfaith marriages as well as related children's and family life concerns.
In fulfillment of priorities expressed by pastors across the Archdiocese, these areas need to be addressed: pre- marital preparation including inventories, marriage en- counter/marriage enrichment, family counseling services, interchurch marriage ministries, printed and audiovisual resource materials, and assistance in developing "mentor couple" and ministry training for lay persons.
c. in order to help make this vital ministry a reality, the Archdiocese seek out funding for the mandated depart- ment in the amount of $100,000 annually and,
d. furthermore, in all Dioceses a commission be estab- lished on marriage and family life ministries which can work with the Archdiocesan department and their parish communities.
"Let us go forward on the road that has brought us to where we are ..." Phillipians 3:16

Philanthropists Pledge $100,000 for Camp
BROOKLINE, Mass. — Chris and Mary Papoutsy of Rye Beach, N.H., have recently pledged $100,000 for a major undertaking of the Boston Diocese: a diocesan camp and retreat center.
Bishop Methodios of Boston announced at the 10th annual Diocesan Awards Dinner on June 9 that the well-known philanthropists were the first to express their support for the center.
"It is fitting that tonight's banquet is chaired by Chris and Mary Papoutsy," said the Bishop. "When the idea of constructing our Diocesan Center was expressed a little over a decade ago, it was Chris Papoutsy who encouraged me, who donated the first $100,000 for that successful project and who became an enthusiastic Great Benefactor, not only of the Diocesan Center, but of all our diocesan ministries."
More than 850 persons from throughout the New England region attended the dinner where Bishop Methodios also announced the establishment of a committee to help bring about the retreat center and camp.

Dentists Give of Their Time and Skills to Project Mexico
LOUISVILLE, Ky — Four Orthodox dentists recently participated in this year's Project Mexico Dental Outreach at St. Innocent's Ranch and Home for Boys, according to information from Dr. Pete Fotos, dental outreach co-ordinator.
In addition to Fotos, participants included Dr. John Klemes and his daughter, Dr. Lisa Klemes, of Wethersfield, Conn.; and Dr. Steven Vukovic-Hopkins of Iowa City, Iowa.
They treated more than 200 patients over a five-day period using portable dental units rented from the Christian Dental Society.
The dentists paid their own expenses for travel and supplies. Logistical support was provided by the founders and coordinators of Project Mexico, Greg and Margaret Yova, and Michelle Iverson-Villasenor, director of the St. Innocent Home for Boys.
Funds for a gasoline-powered air compressor and an 1850
electric generator were contributed by St. George Antiochian Church of Cedar Rapids, Iowa; St. George Greek Orthodox Church in Huntington, W.Va., and St. John the Baptist Greek Orthodox Church Philoptochos of Omaha, Neb.; and from several independent con- tributors.
The equipment will remain at the home for future planned dental outreach activities.
Long-range goals include the establishment of a permanent dental clinic for providing routine oral health care to the children and the home and serve as a home base for dental health care outreach to the area's poor people.
Dentists, dental hygienists and assistants interested in joining future mission teams through the donation of their time and resources should contact the Orthodox Christian Mission Center in St. Augustine, Fla., (904) 824-1727, or Project Mexico at (619) 448-1368 in Irvine, Calif.

Orthodox Mission Teams Serve in Varied Locales
ST. AUGUSTINE, Fla. — The Orthodox Christian Mission Center sent its 1996 mission teams comprised of 35 Orthodox Christians from the U.S. and Canada, to Haiti, India, Galilee, and Kenya in July.
By Andrew J. Lekos
The seven-member team in Haiti is assisting two Orthodox communities. In Petion-Ville, a suburb of the capital, Port-Au-Prince, they helped to repair and renovate St. George Church. In the village of Metivier, the team added three classrooms to the Holy Resurrection school.
The four-member team to Calcutta, India, assisted missionary priest Fr. Ignatios Sennis with catechetical instruction on the Holy Orthodox faith to new and potential converts. They also helped with ongoing outreach to the needy and poor.
The team sent to Galilee in Israel had 13 members and
worked with the Orthodox community in Kuffr Yassif to build a new church. They also helped restore other church properties. This team provided a strong Christian witness to the struggling communities in northern Galilee.
Lastly, the 11-member team to Kenya has built a maternity unit. This team has returned to Chavogere, western Kenya, to put in place this new addition to the Orthodox Medical Clinic, which was initially constructed by the 1988 mission team. Medical personnel on the team were involved in the outreach.
Many individuals, organizations, and churches have contributed to these projects, and the OCMC extends its sincere appreciation for their support. Most of all, the Mission Center wishes to thank the 1996 Orthodox Mission Team members who have volunteered their time and service to assist these needy communities.

A New Era Begins
Our Mother Church in Constantinople delivered a strong, positive message on July 30 with the election of the former Metropolitan of Italy, Spyridon, as the new Archbishop of America.
"We are sensitive to your needs, we care about the future of America's Greek Orthodox youth, we want the Church to progress as it moves into another century," is what Ecumenical Patriarch Bartholomew and the Holy Synod said in selecting the first American-born Greek Orthodox Christian to assume the heavy mantle of leadership of the Church in this country.
Born in Ohio and growing up alternately in this country and on the Greek island of Rhodes, Archbishop Spyridon can relate equally well with the "American experience" of those born here, as well as those from the mother country.
At 51 years of age, he is a peer of the American-born generation that has been assuming more of the Church's leadership roles over the past few years.
Our new Archbishop has the ecclesiastical experience and the educational background that will serve him well over the years. He is fluent in five languages - English, Greek, Italian, French and German which makes him uniquely qualified to present the message of Orthodox Christianity to a receptive worldwide audience. And his technological expertise will further enhance his ability to effectively communicate the Church's message. (He is fully computer literate and one of his first official actions after being named Metropolitan of Italy was to establish a home page for his jurisdiction on the World Wide Web).
His extensive education includes the revered Theological School of Halki, graduating with high- est honors, and post-graduate work in Germany and Switzerland.
Archbishop Spyridon is a familiar figure to Roman Catholic and Protestant leaders in Europe through his long service at the Orthodox Center in Geneva and in other positions. He served as the Ecumenical Patriarch's envoy to Pope John Paul II, expressing Orthodox concerns about the Vatican's initiative in the former Soviet Union, and also was the chairman of the Inter-Orthodox Commission in the dialogue with the Lutheran World Federation.
As Metropolitan of Italy, he demonstrated his dynamic leadership by initiating many new programs, working closely with Orthodox youth and reintroducing Orthodox monasticism to Italy.
Archbishop Spyridon's election has brought a collective sense of exhiliration from Orthodox Christian faithful in this country who may have been apprehensive about the Church's future.
The new Archbishop deserves the full support, assistance and love of all the Greek Orthodox faithful as he leads the Church into the 21st century and deals with the issues and challenges facing the Church and our nation.
His enthronement has been planned for Saturday, Sept. 21, at Holy Trinity Archdiocesan Cathedral in New York.
Orthodox Christians from near and far should make it a point to attend the magnificent ceremony of the enthronement and shout the enthusiastic exclamation of "Axios!" for our new Archbishop.
As we begin this new era, let us all pray: "First Lord, remember our Archbishop Spyridon, grant that in your holy churches he may teach your message of your truth in peace, with safety, honor, health and for many years."

The Future Is Now
The last time a new Greek Orthodox Archbishop was elected for America was in 1959. Since then, one thing has become painfully obvious: the median age of the Archdiocese has become much higher. Our bishops, priests, parish council members, ladies of Philoptochos, participants in choirs and volunteers in numerous other ministries are now among the senior membership of the Church.
By Fr. Angelo Artemas
The new Archbishop of the Greek Orthodox Archdiocese of America (United States) is only 51 years old (He turns 52 on Sept. 24).
This presents a unique situation for many of our faithful who have been accustomed to having an older Archbishop. A large percentage of priests and parish leaders throughout the country are well into their 50s or more. And with longevity rates higher than ever, many faithful can expect to live very productive years long into retirement.
Over the next two decades, many of the most active faithful will continue to be older than His Eminence Archbishop Spyridon. This may result in some awkward feelings during the initial transition, but then the best kept secret in America - Orthodoxy - may well be catapulted to new prominence.
Consider the stages of adulthood. Certain sociologists have dubbed the 50-65-year-old period as the "Age of Mastery," and the 65-and-up period as the Age of Integrity.
By definition, those in the Age of Integrity should reap the rewards of their hard work by refocusing their energy not on accomplishing new things, but on sharing wisdom and knowledge gained from years of accomplishments.
Retired Archbishop Iakovos deserves the highest level of integrity as he recounts his accomplishments, and shares his wisdom with even more generations.
Archbishop Spyridon returns to these United States in the Age of Mastery. Despite His Eminence's numerous accomplishments in Constantinople, Geneva, and Italy, his best years are ahead of him. Archbishop Spyridon has embarked on his prime years, and that can only bode well for the Greek Orthodox Archdiocese of America.
His Eminence returns to America and immediately challenges us with his presence. While many his age have directly witnessed the sexual revolution, the growth of rock & roll music, and the rise of the drug culture, Archbishop Spyridon brings America self-denial, advanced theological learning, and Orthodox spiritual discipline.
While many his age now enjoy the comforts of the good "American" life, Archbishop Spyridon brings Ame- rican faithful the urgency of reaching out to the young and to the unchurched.
Many faithful in America have only known one Archbishop. This transition is therefore unique and historic. To those adults who can remember the en- thronement of Archbishop Iakovos, the enthronement of Archbishop Spyridon now offers a second experience of prominent history.
Transitions can be stressful, but this one affords Or- thodox faithful the opportunity to grow to new and unprecedented heights.
As we welcome Archbishop Spyridon back to the United States of America, we must pledge our com- mitment to respond to his God-inspired ministry, and pray that God grant him peace, safety, honor, health, and length of days.

Mission Report Tells Of Continued Progress
The Orthodox Christian Mission Center has completed another successful year, continuing an 11-year pattern of growth, starting with the 1984 Clergy-Laity Congress decision to establish a full time Mission Center.
We wish to reaffirm the decision of His Eminence Archbishop Iakovos to expand the work of our Mission Center and to promote Orthodox unity in the Americas by creating one Orthodox Mission Center (OCMC) as the official Mission and Evangelism agency of the Standing Conference of Canonical Orthodox Bishops in the Americas.
We are pleased to see that the OCMC is experiencing increasing cooperation and financial support from the major jurisdictions through their participation in OCMC programs, such as the Agape Canister program, the Support-A-Mission-Priest Program, the Mission Teams, the Pentecost Mission Walks and the Mission 1000 Endowment Fund. These are sure signs of commitment to the work envisioned by the delegates in this Congress.
At present, the OCMC, headquartered at the Mission Center in St. Augustine, Fla., (just a few blocks from the St. Photios Greek Orthodox National Shrine), has six full-time staff members and two part-time members.
The total budget for 1996 is $1,100,000. This budget and the programs of the OCMC are formulated by the 40 trustees of the Mission Board, headed presently by Fr. Constantine Zozos of Santa Barbara, Calif. Archimandrite Dimitrios Couchell continues as the executive director.
At the Congress, delegates who participated in sessions of the Missions Committee benefited greatly from presentations given by Fr. Alexander Veronis, Fr. Nicholas Katinas, and Fr. John Chakos on "How to organize a Parish Mission Committee" and "How to implement Mission Outreach at the local Parish Level." Their insights and practical recommendations were truly helpful. We recommend that the OCMC publish these and make them available to all parishes.
In another Mission Committee season we heard reports from staff members of the OCMC and were gratified to learn of the worldwide outreach of our Mission Center as well as the increasing outreach at home through the support offered to small Greek Orthodox mission parishes, the ACORN Orthodox Radio Ministry, and the forthcoming first conference on Orthodox Prison Ministry.
We were especially pleased to learn of new home mission developments throughout the Caribbean where, the potential for the growth of Orthodox Christianity is unlimited.
We support fully the initiatives taken by Archbishop Iakovos to inaugurate in August, the first Greek Orthodox parish in Puerto Rico. The OCMC has budgeted $40,000 for 1996 to help make this a reality and expects to continue support for the next several years. We applaud and endorse initiatives taken by His Eminence seeking to reopen the Saints Constantine & Helen Church in Havana, Cuba and to regularize the Canonical status of more than 10,000 Cubans, who constitute the officially recognized Orthodox Church in Cuba.
The OCMC is prepared to help support this effort, as well as Greek Orthodox missionaries in Mexico, Haiti and the Dominican Republic.
In conclusion, we are pleased that the work of Mission & Evangelism, stated initially by our Archdiocese in 1965 and elevated by decision of the 1984 Clergy-Laity Congress to a full Department, has now expanded to be one of the bright signs of cooperation among all Canonical Orthodox jurisdictions. We are heartened to know that the Good News is being preached all around the globe by missionaries, mission team members and mission students sent out from North America.
Finally, at the last Congress under the leadership of Archbishop Iakovos, we offer thanks to God for the vision and spiritual guidance which brought us where we are today. In humble gratitude, we express our love and thanks.
Respectfully,

A Closer Look at Our New Archbishop
Since the announcement of the retirement of Archbishop lakovos a year ago, I have been living in agony. My mind has been occupied by the dreadful question: who will replace him as archbishop?
By Fr. George Papaioannou
The Church has been the center of my life for 37 years. I have served, studied, and loved her with all of my being. It was natural, therefore, for me to agonize and, like so many others, to look, see and study all the prospective candidates who might soon assume the reins of the most important Greek Orthodox Archdiocese in the world.
Like so many, many others I had formed my own opinion as to who was best qualified to lead the Church in the United States, in my heart and in my mind I had my own candidate.
I had even come to believe that the man I wished to become Archbishop of the United States had been created by God's continuous love for our church, the work of His Providence for His Orthodox people in the United States.
"Has He not provided the finest possible leadership for this Archdiocese since its inception 75 years ago?" I asked that question to try and calm myself. At the clergy conference in New York this past July, I heard loud cries of concern from some of the delegates and noticed silent agony on the faces of others. I even counseled the delegates not to despair but have faith in the wisdom of the Ecumenical Patriarchate, which had lovingly provided us with so many fine leaders in the past. I remember addressing a skeptical assembly and calling them "men of little faith" for doubting that the selection would please us and be most beneficial for us all. Yet in my heart I shared their concern.
Upon my return from New York I did a most daring thing: I expressed my wish to the person whose decision would most influence the selection — Patriarch Bartholomew.
"Please your Holiness, forgive my intrusion; my heart commands me to make this last-minute appeal to a father's heart. Send us the man best suited and best prepared to assume the duties and responsibilities of the Archbishop in the Americas.
How marvelous are the works of the Lord! It was His Providence for our holy church that guided our loving and caring Mother Church to give us Spyridon of Italy to be our spiritual leader.
Providence has provided him, for he is flesh of the flesh of the Greek American community and flesh of the flesh of the Mother Church of Constantinople."
I wrote those words to His All Holiness with awe in my heart but also with confidence. I did truly believe that Spyridon was the work of Providence.
He is a man born in the United States, raised among us and introduced by his parents to both Greek and American culture. Providence directed his steps to Halki, the famous Patriarchal theological school, where he began training for the lofty calling of the priesthood.
It was there, in Halki, where for 150 years all great patriarchs and archbishops and all of Spyridon's own predecessors in the Americas had received their training. The crown jewel of Orthodoxy, the Theological School of Halki, remains unforgettable for all those of us who have studied there.
Halki used a unique method to develop the ecclesiastical conscience of the future Levites. The worship services were exemplary, elevating the souls of the faithful, and leaving an unforgettable and deeply sweet impression in the hearts of its graduates.
Spyridon is the product of this marvelous school and its majestic setting. Upon his graduation from Halki, Providence brought him to the heart of the European continent to study the culture, history, languages and especially the religions of the Christian West.
It would not take long for the Patriarchate to notice the special talents and gifts of the young Levite. The Patriarchate assigned him to the Orthodox delegation of the World Council of Churches in Geneva as secretary.
The Geneva assignment broadened his knowledge and opened new horizons for him. In Geneva, he helped make Orthodoxy shine in all its splendor. He pursued his assignment with zeal and enthusiasm and helped bring together the Orthodox and coordinate their ecumenical efforts.
His reports to the Ecumenical Patriarchate so impressed the highest echelon of the Mother Church that they decided to reassign him from the center of Protestantism to the center of Roman Catholicism at the Vatican.
He was elevated first to a titular bishopric and then to Metropolitan of Italy, the first hierarch ever to serve in that capacity. In this new setting he became the personal and trusted emissary of the Ecumenical Patriarchate in implementing a dialogue of love with the Roman Pontiff.
World Orthodoxy recognized Metropolitan Spyridon's courage as he expressed his deep concerns about Vatican initiatives in the former Soviet Union. Because of his concerns Orthodox leaders developed a joint strategy in dealing with the rather aggressive Uniate movement in territories which had always been predominantly Orthodox.
He was praised for speaking the truth in love. In the course of his harmonious and diligent work with the leaders of the Orthodox Diaspora in Western Europe, Spyridon developed an appreciation for the need of unity among Orthodox in the United States. He electrified the delegates to the 32nd Clergy-Laity Congress in Chicago in 1994 when, as representative of Ecumenical Patriarch Bartholomew, he called for an end to Orthodox pluralism in the Americas.
This is the man that the Providence of God, working through the Holy Spirit, the loving kindness of Patriarch Bartholomew, and the wisdom of the Holy Synod chose to be our spiritual leader. He is eminently qualified for this post, possessing undisputed talents and abilities. His is a man of impeccable character, deep faith, a polyglot, a world citizen, a scholar, a theologian, a loving shepherd; and his is flesh of our flesh.
He will come to his own home, his own people, and his own will recognize him and embrace him. To be sure, his task will not be an easy one. He is replacing a giant, and must carry on his shoulders the legacy of all his illustrious predecessors and their burden of love. But he has so many advantages that his predecessors did not have.
First among those advantages is the unity of the Church which, although shaken a little by the natural pain of separation, remains intact.
Archbishop Spyridon also has at his disposal the two basic strengths of our dynamic Church as he begins his tenure which, by the grace of God, will be fruitful and will take the Church well into the 21st century.
Those two strengths are the Greek Orthodox faithful of the United States, who are willing to make available all of their physical, spiritual and material resources in assisting the ministry of their spiritual leader.
The second strength is our clergy: the best-trained and most-dedicated Orthodox clergy in the world; a spiritual army waiting for its leader to call, and ready to follow him. With these strengths our new Archbishop will lead the Church in fulfilling her mission, which we should never forget is the edification and sanctification of her people; the salvation of souls.
Your Eminence, we are aching for you to come. We embrace you. Please embrace us, all of us. We are your people.

Patriarch Parthenios III
of Alexandria and All Africa dies
GENEVA (ENI) — The Greek Orthodox Patriarch of Alexandria and All Africa, Parthenios III, age 76, died of a heart attack on July 23 during a visit to Greece, a church spokesman said in Athens. The funeral was held July 30 at the cathedral church of St. Nicholas in Cairo, Egypt.
He was elected patriarch in February
1987 and was the 113th
of the historical see of
Alexandria. He was also one of the eight presidents of the World Council of Churches, based in Geneva.
Patriarch Parthenios Ill was "one of the
most talented spiritual
and scholarly personalities in the Eastern Orthodox Church", one
commentator said a few
years ago. "He has a
rich theological knowledge in pan-Orthodox
and ecumenical matters, and is considered
to be one of the most
open-minded and committed Orthodox church
leaders who has dedicated all his life to promoting the goal of Christian unity among the churches around the world, helped in this by his profound ecclesial experience."
The noted ecumenist and theologian was born in Port Said, Egypt, to parents of Greek origin, and attended primary and secondary school in Egypt. He graduated from the Theological School of Halki, Istanbul, Turkey in 1939. He did his post-graduate theological studies at Oxford University and at the Sorbonne, Paris.
He took his monastic vows under the name of Parthenios in 1919, was ordained deacon and later priest. He was appointed chief secretary to the Synod of the Patriarchate of Alexandria.
From 1953 to 1959, he served as president of the Institute of Oriental Studies of the Patriarchal Library of Alexandria and became a permanent member of the Patriarchal publications.
In 1958 he was elected Metropolitan of Carthage in the diocese of Tripoli, Libya, and became a permanent member of the Synod of the Greek Orthodox Patriarchate of Alexandria.
In 1968, he was elected member of the Central Committee of the World Council of Churches, and became a WCC president in 1991.
The patriarch was the author of many theological essays published in numerous international reviews. Konrad Raiser, general secretary of the World Council of Churches,
paid tribute to Patriarch Parthenios, whom he described as "one of the outstanding Orthodox leaders of the ecumenical movement."
The World Council
of Churches has 330 member churches around the world including the world's principal Orthodox churches.
"As Metropolitan
of the diocese of Tripoli, (Parthenios) served on the Central Committee of the World Council of Churches from 1968 and became a trusted interpreter of the Orthodox voice in the life of the World Council,"
Raiser said today in Geneva. "It was in recognition of his genuine ecumenical commitment and his profound spiritual wisdom that he was invited to present an address on the main theme of the World Council of Churches' Assembly in Canberra in 1991, where he was subsequently elected as a President of the World Council of Churches."
Konrad Raiser paid special tribute to the contribution of Patriarch Parthenios to "the growth of the African expression of Orthodoxy which has begun to widen and enrich the ecumenical movement in Africa". This work, Raiser said, was a continuation of "the dedicated efforts of his predecessor, His Beatitude Nicolaos VI".
"The passing away of His Beatitude Parthenios leaves a gap which cannot easily be filled." Raiser said. "His distinctive voice of wisdom and ecumenical passion will continue to reverberate for a long time to come. The World Council gives thanks to God for the life and witness of this devoted servant of the Church. He has been a blessing for many, and the World Council of Churches will always honor his memory and the legacy he left."

He was born on the island of Chios in 1918 to devout parents.
After completing his early studies, he went to the Theological School of Halki and graduated in 1942 and was ordained a deacon the same year in the church of St. George in Therapeia of the Metropolitanate of Derkon, by His Beatitude Metropolitan Ιoakim.
In 1948, he came to the attention of Archbishop and later Ecumenical Patriarch Athenagoras and was invited to come to the Archdiocese.
He was ordained to the priesthood by the Archbishop at St. Demetrios Church in Astoria and was elevated to the rank of Archimandrite in 1953 by Archbishop Michael.
Following his ordination, Fr. Yialouris was assigned to the community of St. Nicholas in Atlantic City, N.J.
His next assignment was head priest of Three Hierarchs
Church in Champaign, Ill., and St. Basil in Chicago.

From July 1971 to January 1972, Fr. Yialouris interrupted his duties to travel to the Patriarchate and monastery for study and meditation.
Upon his return, he went to the community of Holy Taxiarchae in Niles, Ill., and simultaneously served as chaplain at Chicago's City Hospital neighborhood and other nearby hospitals in the Diocese until 1995, when he was discovered to have an incurable illness. He relinquished his duties to undergo long-term medical care.

Η φετινή κληρικολαϊκή ήταν η τριακοστή τρίτη. Χάρη σε σας, τους αντιπροσώπους έχουμε ομοιόμορφους κανο- νισμούς στην κοινοτική διοίκηση. Στην Αρχιεπισκοπή μας έχουμε Σύνοδο, Αρχιεπισκοπικό Συμβούλιο, Εθνικό Συμ- βούλιο των Φιλοπτώχων που όλα λειτουργούν αποδοτικά. Σεις επί πλέον, κάνατε την Ορθοδοξία μας το τέταρτο μείζον θρήσκευμα στις Ηνωμένες Πολιτείες. Πώς να μη καυχώμαι και υπερηφανεύομαι για σας;

Ε ρ ώ τ η σ η: Οταν ψάλλονται στην Εκκλησία οι Χαιρετισμοί καί η Παράκληση, λέμε πριν από κάθε ύμνο το «Υπεραγία Θεοτόκε Σώσον ημάς» Αυτό το σώσον ημάς, τί σημαίνει; Δηλ. η Παναγία μπορεί νά σώσει όπως σώζει καί ο Υιός της, ο Χριστός μας; Είναι, επομένως, η Παναγία Θεός;
✧ ✧ ✧

Prince Charles Supports Charity
to Save St. Catherine's Treasures
LONDON (ENI) — With support from the British royal family, a foundation has been established to help save some of Christianity's most precious manuscripts.
By Cedric Pulford
The Prince of Wales is the patron of the St. Catherine Foundation, which has been set up to help St. Catherine's Monastery at Mount Sinai, in Egypt, and in particular to work with the monastery's 20 monks to conserve priceless manuscripts and icons collected over more than 1,500 years.
The isolated Orthodox monastery's collection of 4,500 books and scrolls are second only to the Vatican collection in volume and importance.
St. Catherine's Monastery also houses the world's most important collection of icons, according to the foundation. Rare encaustic panels from the 6th and 7th centuries survived the ravages of the iconoclasts — who destroyed images used in religious worship — thanks to the monastery's isolation.
The St. Catherine Foundation was launched in London on June 14 in the presence of Prince Charles, the Archbishop of Canterbury Dr. George Carey, and the monastery's abbot, Archbishop Damianos of Sinai.
The site of St. Catherine's Monastery is sacred to three religions: Christianity, Islam and Judaism all honor Mount Sinai as the place where Moses had the vision of the Burning Bush and later received the Ten Commandments. After the Islamic conquest of the Sinai Peninsula, the Prophet Mohammed provided the monastery with a letter of protection, copies of which can still be seen at St. Catherine's.
The Anglican bishop of London, Richard Chartres, a trustee of the foundation, described St. Catherine's as "a rare and powerful symbol of a long history of mutual respect between the world's two biggest religions, Islam and Christianity."
The treasures of St. Catherine's monastery are so extensive and precious that the foundation and the monks themselves acknowledge that the resources of the monastery have been overwhelmed by the task of safeguarding them.
The foundation hopes to increase public awareness of St. Catherine's internationally and to raise funds for the monastery's buildings and the collections.
It has enlisted Camberwell College of Arts in south London — one of Britain's leading art schools — to help with a conservation program for the books, manuscripts and icons.
Father Nilus, a British monk at St. Catherine's has visited Camberwell College for training in book conservation.
In the Sinai desert, heat can seriously damage books and papers, so a priority for the foundation is the creation of environmentally controlled storage and archive systems.
For Prince Charles, the St. Catherine Foundation brings together two long-standing interests — spirituality and conservation. Observers expect him to be an active patron because he is well known for his "hands-on" approach with many of the causes he supports.

Culture Minister Plans to Turn
Former Church Into Mosque
CONSTANTINOPLE (ANA) — Turkish Culture Minister Agiah Oktay Guner will take action to have the Aghia Sophia Cathedral in the Black Sea city of Trabzon, now operating as a museum, turned into a mosque "as soon as possible."
Guner made the disclosure in early July and said the decision to turn the Byzantine-era church into a museum 36 years ago was "illegal."
The Turkish minister belongs to the Motherland Party's Islamist-nationalist wing, and has annoyed the liberal sec- tor of Turkish society with many decisions, changing the
cultural policy of previous governments, critics charge.
Guner said "the museum will be transferred to a new building and Aghia Sophia of Trabzon will operate again as a mosque."
In an interview with the newspaper Zaman, Guner said that "the building of the Trabzon museum has been delayed for years," adding that he had taken the necessary measures "for the completion of building as soon as possible to that the transfer can take place and Aghia Sophia can operate as a mosque."

Romanians Protest Jehovah's Witnesses Gathering
© 1996 Religion News Service
Orthodox Christians and Roman Catholics in Romania recently spoke out against a decision by the Romanian government to allow an international gathering of Jehovah's Witnesses in Bucharest this summer.
Orthodox Patriarch Teoctist warned Orthodox belie- vers to be on their guard against what he called Jeho- vah's Witnesses "heretical" beliefs.
The Witnesses held a three-day congress in Bu- charest's National Stadium July 19-21. About 40,000 Romanian members of the group attended, along with others from Austria, Germany, Hungary, Bulgaria and Ukraine.
"We are alarmed that the authorities agreed so easily to this meeting in a predominantly Orthodox country, regardless of the fact that the group's followers are only a tiny minority in our country," Patriarch Teoctist wrote in
the independent newspaper, Religious Life.
The Orthodox Church makes up about 87 percent of Romania's estimated 22.9 million people.
"Forgetting that the commandment to love God and neighbor rests on faith in the Holy Trinity, this sect contributes irresponsibly to the hatred and violence haunting today's world," he wrote.
"Although the world is God's creation, they brand culture and the state as tools of the devil, and terrorize the world with talk of an impending tragic end," Teoctist added.
Ecumenical News International, the Geneva-based religious news agency, reported that about 2,000 people took part in a rally in Bucharest June 30 protesting the planned conference.
The rally was supported by Archbishop Ioan Robu, head of the Roman Catholic Church in Romania and Russia, according to ENI.

National Philoptochos UNICEF Chairman
Honored at Congressional Awards Luncheon
MRS. ALTIN, the Archdiocese/Philo- ptochos NGO re- presentative to the U.N. with Hugh Downs.
WASHINGTON — Sophia Altin of Fort Lee, N.J., was the recipient of the "Volunteer Distinguished Service Award" given at the recent Congressional Awards Luncheon at the Dirksen Senate Office Building.
Hugh Downs, co-host of ABC-TV's "20/20" program and chairman of the U.S. Committee for UNICEF, remarked, "This very special UNICEF Award is given in recognition of Mrs. Altin's extraordinary efforts and to acknowledge her 18 years of dedication in fulfiling the specific goals for the welfare of
the world's children."
Mr. Downs also mentioned that the honoree is an active participant in the NGO UNICEF Working Group of the United Nations Convention on the Rights of the Child.
Mrs. Altin has attended international congresses in several countries to draft and finalize the 54 articles of this treaty, which has been ratified by 187 countries.
Dr. Gwendolyn C. Baker, U.S. National UNICEF president, presented Mrs. Altin with the award and praised her involve- ment with the organization and expressed her appreciation for the support of the Arch- diocese and National Philoptochos Society.
Virginia Parish Celebrates
Liturgy at Site of Future Church
FREDERICKSBURG, Va. — Established seven years ago, the parish of The Nativity of the Theotokos passed another milestone on June 9. Fifty-nine stewards (families and singles), 19 junior stewards, and friends gathered together for an "open air" liturgy, the first Divine Liturgy celebrated at the site of our future church.
By Eva Catafygiotu Topping
It was a memorable and moving occasion. After the liturgy, the junior stewards presented to Father Elias Mentis their gift of two beautiful bowls for the antidoro.
This day having been designated "Stewardship Sun- day," James Youlios, chairman of the Stewardship Com- mittee for the Diocese of New Jersey, spoke on the true meaning of Orthodox stewardship. The celebration concluded with a picnic.
This small parish and its spirit remind one of the earliest Christian communities. At that time, Christ's followers (called "saints" in the New Testament) assembled for worship and the Eucharist in private homes. Later, by their sacrificial stewardship, they were able to build the first churches. Like them, the parishioners of the Church of the Nativity of the Theotokos in Fredericksburg work and pray that they will soon have a church of their own.
Scholarship Fund to be Established at Holy Cross
WESTCHESTER. Ill. — Holy Apostles Church held a testimonial dinner dance on May 5th commemorating the 40th anniversary of Fr. William Chiganos' ordination into the priesthood.
More than 1,000 parishioners and friends attended the gala affair, "Moments to Remember", held at Drury Lane in Oakbrook Terrace.
A short program followed commemorating Father Bill's 40 years of service and dedication to the priesthood. Speakers included Bishop lakovos, parishioners, Fr. Bill's children as well as long time friend and classmate Fr. Alkiviadis Calivas, president of Holy Cross Seminary.
Co-chairmen Jim Banakis and Al Coulolias report the dance was a success and that a portion of the proceeds will be donated to establish the William S. Chiganos Scholarship Fund at Holy Cross Seminary in Brookline, Massachusetts. For those who were not able to attend the event, contributions can still be sent to Holy Apostles Greek Orthodox Church, 2501 S. Wolf Road, Westchester, IL 60154.

ST. DEMETRIOS CHURCH
|
WARREN, Ohio — When George
Papageorgiou entered the world in this small city of northeastern Ohio situated midway between Pittsburgh and Cleveland, the nation was in the midst of pursuing victory in the final year of World War II.
To that end, the industrial city of
Warren performed its duty by manufacturing vital equipment needed for the war effort.
Both the city and its Greek Orthodox community thrived in that era.
Only a quarter century earlier, the church was founded by the several Greek families who had settled here, most of them islanders from Chios, and a few from Samos, and Rhodes and Fourni, the two islands from which the future Archbishop's parents emigrated. They settled in Warren in 1940, but moved to Steubenville in the late 1940's.
Some 50 years after the city's heyday, the area is in an economic depression as many of those factories closed down over the past two decades, Greek im- migration has subsided, younger people leave to pursue their careers and parish membership has stabilized; a situation many parishes face in the former industrial belt of the Northeast.
According to a parish history from Fr. Michelis, in the early '20s, the immigrants raised mo- ney and purchased the Finnish Lutheran Church in Warren as their first house of worship.
Until the mid-1960s immigra- tion from Greece helped to expand the church's numbers. By the 1940s, a larger building was needed.
A successful building campaign resulted in the purchase of a site near downtown Warren in 1947 for $13,000 and the construction of the present church edifice, architecturally an early Christian basilica, completed for use in May 1948 at a cost of $150,000. Work on the interior was finished in 1958.
Archbishop Iakovos consecra- ted the church on Nov. 13, 1960.
Since then, the parish has built a social center and pavilion.
Today, the parish membership consists of about half immigrant and half American-born. Fr. Mi- chelis uses the same ratio of English and Greek in the Liturgy.
According to the priest, the parish is a close-knit one, and members take an active part in church life.
"The people love the church," said Fr. Michelis. "And they are very ethnically minded."
No wonder then that the annual Greek festival, which takes place over a five-day period and draws people from throughout northeastern Ohio and northwest Pennsylvania, plays such a great role in fostering a spirit of unity and cooperation among the pa- rishioners.
While the festival contributes a substantial amount of revenue to the church, Fr. Michelis noted that most funds come through the stewardship program which re- ceives strong support.
Despite the fact that parish membership has stabilized, there still are many young families with children in the community. The Sunday school has 90 students and the afternoon Greek school, 60.
Among the parish organiza- tions, the Philoptochos plays a very active role and the Goyans through their basketball team consistently bring home sports- manship trophies.
Many teen-agers also take part in the Greek dance group which performs at various events throughout the year, including the Greek festival.
While the young boy who became Archbishop Spyridon and his family may have left the pa- rish nearly 50 years ago, a great sense of joy swept the community at the news of his election.
"They were elated," said Fr. Mi- chelis.

HIERARCHAL ELECTION
The Procedure of Election for Archbishop Spyridon
Editor's Note: The election of Archbishop Spyridon took place amid solemn proceedings of the Holy Synod of the Ecumenical Patriarchate on the feast day of St. Silas. Those witnessing the event included Bishop Athenagoras of Dorylaion who related the election process to the Orthodox Observer.
0n Tuesday, July 30 at 11 a.m., His all Holiness con- vened the regular meeting of Holy Synod of the Ecu- menical Patriarchate and announced that the Archdiocese of America was vacant, due to the voluntary retirement of Archbishop Iakovos. Subsequently, they were to elect a new archbishop to this vacant see.
The Patriarch spoke regarding the qualifications that he hoped the new archbishop should have. A list of three candidates was then composed.
Following this, the Synod of Bishops proceeded in solemn procession to the St. George Cathedral Church where Metropolitan loakeim of Chalcedon, a senior mem- ber of the Synod, vested and began the church service for the election.
As the hymns of Pentecost were being chanted, each member of the Synod wrote on a sheet of paper the can- didate of his choice.
The ecclesiarch of the cathedral then collected the votes and placed them in a silver chalice in the center of the church. Following this, the assistant secretary of the Holy Synod read the text for the election of the new archbishop. The text announced who was nominated, with the election process taking place at that time. Two men read the names from the chalice. At this point, Metro- politan Spyridon of Italy was unanimously elected. The assistant secretary of the Synod then completed the read- ing of the text announcing the election of Spyridon as new archbishop of America.
The service ended and the hierarchs returned to the synodical meeting room and announced to the Patriarch (who was not present in the church) the election of Arch- bishop Spyridon.
Following this, Archbishop Spyridon was called into the meeting room and the Ecumenical Patriarch informed him of his election. He gave a brief acceptance speech.
Afterward, along with the Synod of the Ecumenical Throne, he returned to the patriarchal Church of St. George where he gave the official service of acceptance (the Great Mandate and Thanksgiving.)
Having accepted his election, he signed the acceptance certificate on the altar table.
The new archbishop then concluded the service and accepted the well-wishes of all present. He again returned to the Patriarch's office, where His All Holiness greeted and congratulated him.
Following is the text of the Order of Service at the election of a hierarch to a new See and the Order of Service at the "Greater Mandate" and Thanksgiving, held at the Church of St. George on July 30.
Hierarch: Blessed is our God, now and forever, and to the ages of ages. Amen. Glory to You, 0 Christ our God, glory to You. 0 Heavenly King, the Paraclete, the Spirit of truth, who is everywhere present and fills all things, the Treasury of good things and Giver of life. Come and abide in us and cleanse us from every stain and save our souls. 0 Good One.
Ecclesiarch: Many years to you 0 Master. Holy God, Holy Mighty, Holy Immortal, have mercy on us (3).
Glory to the father and to the Son and to the Holy Spirit, now and forever, and to the ages of ages. Amen.
All-holy Trinity, have mercy on us. Lord, forgive our sins. Master, pardon our transgressions. Holy One, visit and heal our infirmities for your name's sake.
Lord, have mercy; Lord, have mercy; Lord, have mercy.
Glory to the Father and to the Son and to the Holy Spirit, now and forever and to the ages of ages, Amen.
Our Father, who art in heaven, hallowed be thy name. Thy kingdom come, thy will be done, on earth as it is in heaven. Give us this day our daily bread, and forgive us our trespasses as we forgive those who trespass against us. And lead us not into temptation, but deliver us from evil.
Candidate: For Thine is the kingdom and the power and the glory, of the Father and of the Son and of the Holy Spirit, now and forever, and to the ages of ages.
Choir: Amen.
The Hierarch censes around the Holy Altar and briefly before the holy iconostasion while the choir chants the following hymns:
The Apolytikion of Pentecost:
Blessed are You, 0 Christ our God, who has revealed the fishermen as all-wise by sending down upon them the Holy Spirit. Through them You did draw the world into Your net. 0 Lover of mankind, glory to You.
The Kontakion of Pentecost:
When he came down and the languages were confound- ed, the Most High divided the world into nations. When he distributed the tongues of fire he called all the world into unity, and in accord, we glorify the All-Holy Spirit.
The Hierarch faces the Holy Altar and offers the minor litany:
Hierarch: Have mercy on us, 0 God, according. to Your great mercy, we pray You, hear us and have mercy.
Choir: Lord, have mercy (3x).
Hierarch: Again we pray for all pious and Orthodox Christians.
Choir: Lord, have mercy (3x).
ARCHBISHOP SPYRIDON stands before the Holy Synod of the Ecu- menical Patriarchate to receive the announcement that he has been elected Archbishop of the Greek Orthodox Archdiocese of America.
Hierarch: Again we pray for our Archbishop Bartholo- mew.
Choir: Lord, have mercy (3x).
Hierarch: For You are a merciful God who loves mankind, and to You we send up glory, to the Father and to the Son and to the Holy Spirit, now and forever, and to the ages of ages.
Choir: Amen.
Ecclesiarch: Glory to the Father and the Son and the Holy Spirit, now and ever, and to the ages of ages. Amen.
Lord, have mercy; Lord, have mercy; Lord, have mercy. Holy Master, bless.
Hierarch, facing the faithful, offers the Dismissal of Pentecost:
Glory to You, 0 Christ our God, glory to You. May He who sent down from heaven His All-Holy Spirit upon His holy disciples and Apostles as tongues of fire, Christ our true God, through the intercessions of his all-immaculate and all-blameless holy Mother; by the might of the pre- cious and life-giving cross; by the protection of the ho- norable bodiless powers of heaven; at the supplication of the honorable, glorious prophet, Forerunner and Baptist John; of the holy, glorious, all-laudable Apostles; of the holy, glorious and victorious martyrs; of our righteous and God-bearing Fathers; of St. George the Great-martyr and trophy-bearer; of the holy and righteous ancestors of God, Joachim and Anna; of Silas, whose memory we com- memorate today and of all the saints: have mercy on us, and save us, forasmuch as He is good and loves mankind.
At this point one of two variations occurs: Either the "Ypomnima: (Election Memorandum) is read and the casting of ballots takes place by the members of the Holy and Sacred Synod or the "Greater Mandate" and Letter of Thanks are read by the ecclesiarch and elected hierarch respectively. These variations are provided below where they are listed as A and B.
After the service ends where the "Ypomnima" is read, the elected hierarch, together with the members of the Holy and Sacred Synod of the Patriarchate, go up to the Minor Chamber of the Holy and Sacred Synod where
His All Holiness Ecumenical Patriarch Bartholomew will be waiting for the results of the election. Here, the Patriarch will briefly address the elected hierarch, who, in turn, will respond to the Patriarch; this dialogue is known as the "Lesser Mandate." Following, the elected hierarch, other hierarchs, clergy and faithful, reconvene in the Patriarchal Cathedral for the "Greater Mandate." The same service above is repeated (this time the elected hierarch presides) except for the substitution of the casting of ballots with the reading of the "Greater Mandate" by the Ecclesiarch and the reading of the Letter of Thanks by the elected hi- erarch.
A. Next, the "Ypomnima" (Election Memorandum) is read, followed by the casting of ballots.
B. Here, the Ecclesiarch reads the "Greater Mandate":
"His All Holiness and Most Reverend Eminence, our Lord Archbishop, Ecumenical Patriarch Bartholomew, and His All Holiness' Holy and Sacred assembly of Most Reverend and God-ordained Metropolitans have elected Your Eminence as Archbishop of the most holy Arch- diocese of America."
Then the elected hierarch reads his official Letter of Thanks:
"In that they have been guided by God, His All Holiness and Most Reverend Eminence, our Lord Arch- bishop, the Ecumenical Patriarch Bartholomew, and His All Holiness" Holy and Sacred assembly of Right Reverend Hierarchs and God-ordained Metropolitans have deigned to elevate my humble person to the throne of the most holy Archdiocese of America, I entrust myself to their di- vine order and accept the command.
First, I thank His All Holiness, my most respected Pa- triarch, who has entrusted me with such providence; and then, the Most Reverend holy Hierarchs, by whose God-persuading prayers the Lord has found me worthy to shepherd with the Love of God His spiritual flock which has been entrusted to me to lead their footsteps to pas- tures of salvation and to present them spotless and blameless at His awesome Parousia. May glory and do- minion be His to the ages of ages. Amen."
The elected hierarch then dates his Letter of Thanks and signs it as follows:
At the Patriarchate, on the 30th day of July 1996.
Archbishop Spyridon of America
Hierarch: Through the prayers of our holy fathers, Lord Jesus Christ our God, have mercy on us, and save us. Have mercy on us, and save us.
Choir: Amen.
